New publication on decentralization in Ukraine
The link between decentralization and EU integration
In 2019, discussions regarding the acceleration of the reforms intensified. Domestic and international experts disagree on whether the amalgamation of local communities should remain voluntary and whether a top-down mandate will inevitably lead to conflicts on the ground.
The New Europe Center (Ukraine) and the Centre for East European and International Studies (ZOiS) have collaborated on a research project assessing, on the one hand, the current state of affairs in the decentralization reforms through detailed interviews with policy-makers and experts in selected regions, and, on the other, looking at ways of resolving remaining challenges. The latter includes an emphasis on how foreign partners can contribute to this process.
